I am interested in the Battery Monitor tool described at the bottom of this page and detailed on the next page: The OVMS Web UI — Open Vehicles documentation4
I'd love to access this level of cell voltage data and yet the documentation doesn't explain how to enable or access this tool, let alone which specific metrics are required as source data for it.
Suggestions or thoughts?

If your vehicle type emits the necessary data to the standard metrics, then the battery monitor can show it. However, only a few vehicle types are supported.

From what I gather, the Battery Cell Monitor is specifically something available with the OVMS UI and of course as you mention it, if the vehicle code itself has implemented the code to gather and update the metrics. I'm working to get the details required to get the Enerdel BMS to respond with this data on the THINK City. It's something that the Enerdel CommTool does as does a 3rd party monitor called the Nicometer. The person who originated the Nicometer also worked on the code base here for THINK City, but didn't continue building the code at some point---earlier this year he died, so getting this done will fall on my shoulders. Is this battery cell monitor also an extension for the Android/iOS Apps? It's not clear from the documentation.
