Accessing the Web Console via Cell System (not WiFi)

I can access the OVMS Web Console via WiFi when the car is parked in my driveway but when the car is out and about, how can I access the Web Console via the Cell System? I have a hologram SIM card installed and it is working. The Android App can communicate with the car so I know I have that much working.
